Our Team

Richard is fifty percent Owner of Calhoun, Collister & Parham with offices in Tampa, Jacksonville and West Palm Beach.  He has over 30 years of experience working in the eminent domain field and has completed thousands of appraisals for potential eminent domain litigation.  He is a qualified expert witness and is qualified to testify in state and federal courts.  Richard has spoken at the CLE Eminent Domain Conference regarding apportionment of settlements and awards, he was a guest lecturer at the University of Florida Law School regarding real estate appraisal theory relating to eminent domain, and has spoken for the Appraisal Institute to various professionals regarding the Appraisal Institute Associate program.  He has written numerous market studies which examine the impact on value of various condemnation related damages.  Richard is a Florida State Certified General Real Estate Appraiser.  He is a member of the Association of Eminent Domain Professionals and an associate member of the Appraisal Institute.  He earned his B.A. degree from American University of Washington, D.C. where he served as an intern for former U.S. Senator Connie Mack.

Appraisal Experience

Richard is experienced in appraising various residential, commercial and special purpose properties, including single-family residences, apartments, condominiums, suburban and downtown office buildings, warehouses, retail centers, subdivision developments, mobile homes, bowling alleys, religious facilities, daycare centers, and various types of vacant land. He has also worked on various condemnation assignments for private property owners and condemning authorities, Florida Department of Transportation and Hillsborough County.

Mr. Meyers is an associate appraiser with Calhoun, Collister & Parham with offices in Tampa, Jacksonville, and West Palm Beach.  He has over 15 years of experience working in the eminent domain field and has completed hundreds of appraisals for potential eminent domain litigation.  He is a qualified expert witness. Mr. Meyers has written numerous market studies which examine the impact on value of various condemnation related damages.  Mr. Meyers is a Florida State Certified General Real Estate Appraiser.  He earned his B.S. degree from the Florida State University, double majoring in Finance and Real Estate. He passed a national Exam and Florida Supplemental Exam to become a Certified General Real Estate Appraiser. He has taken numerous courses to satisfy the Continuing Education Requirement, which is every two years.

He has also worked on various condemnation assignments for private property owners and condemning authorities.

Mr. Evans is an associate appraiser with Calhoun, Collister & Parham with offices in Tampa, Jacksonville, and West Palm Beach. Mr. Evans is currently working on obtaining his Florida State Registered Trainee Appraiser license. He earned his Bachelor of Science degree from Florida State University, majoring in Management of Information Systems and Real Estate.
